Rural poverty remains one of the most pressing development challenges. In many villages, families are predominantly small landholders and agricultural labourers whose survival depends on irregular wages, seasonal employment, and fragile household assets.

For the rural poor, assets such as cows, goats, poultry, sewing machines, small business carts, and even modest jewellery are not possessions — they are lifelines. These productive assets ensure income stability, food security, and resilience during times of crisis.

The COVID-19 pandemic deeply disrupted rural economies. Work opportunities collapsed, incomes declined sharply, and many families were compelled to sell their productive assets in distress. Women-headed households were particularly affected, often forced to part with livestock, tools, and small enterprises to survive. Field assessments revealed a troubling pattern: distress sales pushing vulnerable families further into extreme poverty.

Simultaneously, the influx of micro-finance institutions (MFIs) into rural areas intensified cycles of indebtedness. Easy access to loans during lockdown periods led to mounting debt burdens, especially among women. Even the Self-Help Group (SHG) movement — a cornerstone of women’s empowerment and sustainable rural development — faces strain under these pressures.

In this context, ECOMWEL recognises the urgent need for integrated and community-driven rural development interventions that restore livelihoods, rebuild resilience, and protect dignity.
